Phil participated in the 1980 Mariel Boatlift in the Strait of Florida in USS Shreveport, a ship like the one shown here in the background. The crew was awarded the Humanitarian Service Medal, Phil’s first, which he wore for the next 28 years in uniform. The current administration cited the Mariel Boatlift as a reason to cut legal immigration by half. Their reasoning was flawed, based on widely accepted economic analysis and the words of both President Carter and President Reagan, who for different reasons, praised these immigrants as good for America.*
