Phil as a high school senior, flanked in a press conference by the county school superintendent and police chief. Phil stepped up to address issues that sparked a student walkout at one of the county high schools—marijuana, locker searches and police in schools—as reported in The Washington Post. Phil’s role here was president of the county association of 22 student councils. Prior to this, Phil was elected student government president in his junior high and high school. Phil also served as a summer staff member of Maryland Leadership Workshops helping younger leaders ”Learn to Lead, Lead for Life”.*
