Phil’s battle station during the 9/11 attacks was the U.S. Navy headquarters in London, where he helped advise four successive four-star admirals as America fought back. One, Admiral Mike Mullen, went on to serve as the Chief of Naval Operations and Chairman of the Joint Chiefs of Staff. Phil held staff responsibility for developing the strategy for U.S. Naval Forces throughout Europe, Russia, the Caucasus, the Mediterranean, Black and Caspian Seas, most of Africa, the Atlantic and Arctic Oceans and parts of the Middle East, particularly Israel. Execution of the strategy hardened port security for visiting U.S. warships, improved interoperability with friendly forces, increased access to remote areas, reduced bases in Europe and established more partnerships for security cooperation.
